FDA-Authorized Vapes in 2026: The Full PMTA List
Key Takeaways
- As of October 2026, the U.S. Food and Drug Administration (FDA) lists 48 authorized vape products from five companies: Glas, JUUL Labs, Logic, NJOY, and Vuse.
- "FDA-authorized" and "FDA-approved" aren't the same thing. Authorization means a product cleared the Premarket Tobacco Product Application (PMTA) public health standard, but the FDA says it doesn't mean the product is safe.
- 2026 has been the busiest year since 2022, with nine new products and the first fruit-flavored pods. It also brought the first age-gated device.
- Tobacco flavors make up 24 of the 48 listings. Menthol accounts for nine, fruit for two, and the remaining 13 are hardware.
- No high-capacity disposable or open-system mod holds a marketing authorization right now, and bottled e-liquid isn't on the list either.
- You can confirm any product's status in under a minute with the FDA's Searchable Tobacco Products Database.
FDA-authorized vapes are the only e-cigarettes the FDA says can be lawfully sold in the United States, and the list is a lot shorter than most people expect. Of roughly 26 million tobacco products submitted for review, only 48 vape products have marketing authorization as of October 2026.
The list changed more in 2026 than in any year since 2022. Glas became the first independent vape company on the list, and the FDA cleared its first fruit flavors. JUUL also got a second-generation device through. Below, we've laid out every authorized product by brand, plus flavors and nicotine strengths. Authorization dates are in there too, so you can see exactly where the list stands.
What FDA Authorization Means for a Vape
Every e-cigarette sold in the U.S. needs FDA sign-off before it can legally be marketed. That sign-off comes through the Premarket Tobacco Product Application (PMTA) pathway, and a product that passes receives a marketing authorization order (MAO).
Authorized vs. FDA Approved
You'll see "FDA-approved vapes" all over the internet. However, the FDA doesn't use that phrase for tobacco products, and it's pretty direct about why: its own authorized-products page says authorization "does not mean these products are safe, nor are they 'FDA approved.'"
Approval is a drug term. It means a product was shown to be safe and effective for treating a condition. Authorization is a tobacco term, and the standard is different. To get a tobacco product authorized, the applicant must show that putting the product on the market is "appropriate for the protection of public health," which mostly comes down to two questions. Does it help adult smokers switch completely? And is that benefit bigger than the risk of kids picking it up?
How the PMTA Process Works
Manufacturers submit a PMTA packed with chemistry data, toxicology, manufacturing details, and studies on how adults and young people actually use the product. The FDA then weighs it all against that public health standard.
The number of applications is huge. By March 2023, the agency had received applications covering nearly 26 million products, with about 6.7 million filed by the September 9, 2020 deadline and more than 18 million submitted afterward. Most were denied or never accepted for review. A unanimous Supreme Court decision in April 2025 (FDA v. Wages and White Lion Investments) upheld the FDA's authority to deny flavored e-liquid applications that lacked strong enough evidence.
Each review ends in one of the following outcomes:
- Marketing Granted Order (MGO): The product can be legally sold to adults 21 and older, as long as the company follows the marketing restrictions attached to the order.
- Marketing Denial Order (MDO): The product can't be legally sold or distributed in the U.S.
- Refuse to Accept or Refuse to File: The application didn't meet basic requirements, so the FDA never reviewed it on its merits.
An MGO isn't permanent, either. The FDA can suspend or withdraw it if youth use climbs or the benefits no longer outweigh the risks.
The Full List of FDA-Authorized Vapes in 2026
Below are all 48 products on the FDA's authorized list, grouped by manufacturer. Nicotine strengths are listed the way the FDA writes them, and "N/A" means the item is a device or power unit with no e-liquid of its own.

Glas (6 Products)
Los Angeles-based Glas is the only company on the list with no current or past tie to a big tobacco company. It added its G2 device in March 2026 without a press release, and its first pod, Blonde Tobacco, came with it. Four more pods followed on May 5, 2026.

G2 makes this possible. Before it fires, users verify their age with a government-issued ID through a smartphone app, then pair the device over Bluetooth. It stops working if it's separated from that phone, and the app runs random biometric check-ins to confirm the registered adult is still the one using it. One thing to keep in mind is that only these six products are covered, so Glas's bottled e-liquids aren't part of the authorization.
JUUL Labs (8 Products)
JUUL's path was long. The FDA issued a denial order in June 2022, put it on hold, later rescinded it, and finally authorized the original JUUL device and four JUULpods on July 17, 2025. The JUUL2 system came next, on August 28, 2026.

JUUL2 pods run lower than the originals, at 18 mg/mL, which the FDA puts at roughly 1.5% to 1.6% nicotine. However, the switching data behind the order is what truly stands out. After six weeks, 19.9% to 34.6% of adult smokers on the tobacco pod and 28.4% to 49.3% on the menthol pod had stopped smoking cigarettes completely.
Logic (8 Products)
Logic Technology Development makes closed cig-a-like and capsule tank systems. Its products were cleared on March 24, 2022, and they're all tobacco flavored.

NJOY (10 Products)
NJOY, now owned by Altria, has two platforms on the list. The NJOY ACE is a rechargeable pod system, and NJOY DAILY is the only disposable-style vape the FDA has ever authorized. The FDA cleared tobacco versions in 2022, and in June 2024, NJOY's four menthol products became the first non-tobacco flavors to receive an MGO.

Vuse by R.J. Reynolds (16 Products)
Vuse holds the biggest share of the list, with 16 entries. It also holds the first authorization ever granted to a vape, issued on October 12, 2021, for the Vuse Solo. The Vibe and Ciro followed in May 2022, and the Vuse Alto, still one of the best-known pod systems in convenience stores, earned its MGO for seven tobacco products on July 18, 2024.

Watch the Alto flavors closely before buying. Its tobacco pods are authorized, while the FDA denied six flavored Alto pods (three menthol and three mixed berry) in October 2023. They look nearly identical on a shelf, so they're easy to mix up.

2021 and 2022 Set the Tobacco-Only Baseline
The first 23 authorizations were all tobacco-flavored. They went mostly to cig-a-likes and closed pod systems from big tobacco-owned brands, and for nearly two years after June 2022, nothing new was added.
2024 and 2025 Added Menthol and JUUL
NJOY's menthol products in June 2024 were a real shift, since menthol had been treated as a youth-appeal risk up to that point. Vuse Alto followed a month later. Then JUUL, which many people assumed was finished in the U.S. after 2022, came back with five products in July 2025.
2026 Brought Age-Gating and Fruit Flavors
Nine of the 48 products were added this year, more than in any other year since 2022. The biggest change is how flavors can get through. In its May 2026 announcement, the FDA said device access restrictions give flavored products an additional way to meet the public health standard, as long as the age-gating actually works. That's a big deal for adult vapers who've been told for years that flavors would never make the cut.
Flavors and Nicotine Strengths on the Authorized List
The FDA’s newly authorized list of vaping products remains heavily restricted to traditional flavors, leaving tobacco and menthol as the leading market choices.
Tobacco and Menthol Still Dominate
Strip out the 13 hardware items, and you're left with 35 flavored products. Of these 35, the flavor split looks like this:
- Tobacco: 24 products spread over all five brands.
- Menthol: Nine products from Glas, JUUL, and NJOY.
- Fruit: Two products, both from Glas (Gold is mango and Sapphire is blueberry).
The FDA hasn't authorized dessert and candy flavors for any brand, and it hasn't authorized mixed-fruit blends either. Since 89.4% of young people who vape use flavored products, according to the 2025 National Youth Tobacco Survey (NYTS), the FDA is expected to keep a strict standard for flavored applications.

What Isn't on the FDA-Authorized List
It's just as useful to know which categories are missing, because they make up most of what people actually vape.
High-Capacity Disposables
No multi-thousand-puff disposable holds an MGO. The only disposable-style products on the list are the four NJOY DAILY sticks, small tobacco- or menthol-only devices. They're nothing like the 25,000-puff-or-more devices with screens and dual-mesh coils that dominate the market in 2026.
Open Systems, Mods, and Bottled E-Liquid
Refillable pod kits, box mods, tanks, and bottled vape juice (freebase or salt nic) don't appear on the list either. That includes DIY supplies and bulk e-liquid. Glas is a good example of this divide, since its G2 pods are authorized but its bottled e-liquid lines are categorized separately.
Nicotine Pouches Have Their Own List
Nicotine pouches go through the same PMTA process but sit on a separate list. ZYN and on! Helix products also list MGOs, including 11 ZYN ULTRA products authorized in August 2026. (We'll cover pouches in their own guide.)
How to Check If a Vape Is FDA-Authorized
Product listings and packaging don't always make authorization status obvious. The quickest way to check it yourself takes five steps:
- Open the FDA's authorized e-cigarettes page at fda.gov/authorizedecigs, which the agency updates on the day an authorization is issued.
- Search the brand and product in the FDA's Searchable Tobacco Products Database, which is usually updated the day after.
- Match the exact flavor and nicotine strength. A Vuse Alto Rich Tobacco 5% pod is authorized, whereas the menthol Alto pods were denied.
- Look at the hardware, too. An authorized pod used in a different device isn't covered by the same order.
- Check your state's laws, because states can restrict sales of FDA-authorized products, and some limit flavors or require their own product registries.
Federal enforcement has picked up alongside the new authorizations. One joint FDA and Customs and Border Protection (CBP) operation in Chicago seized nearly 2 million unauthorized e-cigarettes worth an estimated $33.8 million, and the FDA has sent more than 750 warning letters to vape makers and distributors.
What the 2026 Authorizations Mean for Adult Vapers
Two big signals emerged this year. First, the FDA has publicly said that age-gating technology can help a flavored product earn an MGO, giving manufacturers a clear file path. Second, the agency is clearing applications faster, with 11 products from American companies authorized under the current administration as of May 2026.
We'd expect more pod systems with built-in age verification to show up on the list over the next year or two. Disposables, on the other hand, are a harder case. They'd need to carry the same verification hardware, which is a tough fit for a single-use device. Youth vaping has also dropped to 5.2% among middle and high school students in the 2025 NYTS, and that number will likely shape how much room the FDA gives flavored products from here.
It's also worth repeating that an MGO can be pulled at any time. If a brand's marketing slips or youth use rises, the FDA has said it can suspend or withdraw the order.

Frequently Asked Questions (FAQs)
How many vapes are FDA-authorized in 2026?
The FDA lists 48 authorized e-cigarette products as of October 2026. That count includes devices, power units, pods, and cartridges from Glas, JUUL Labs, Logic, NJOY, and Vuse.
Are any disposable vapes FDA-authorized?
Yes, but only NJOY DAILY and NJOY DAILY EXTRA, each in Rich Tobacco and Menthol. No high-puff-count disposable has an MGO.
Is JUUL FDA-authorized?
Yes. The FDA authorized the original JUUL device and Virginia Tobacco and Menthol JUUL pods at 3% and 5% in July 2025, and the JUUL2 device with two pods followed in August 2026.
Are there any FDA-authorized fruit-flavored vapes?
Yes. Glas Gold (mango) and Glas Sapphire (blueberry) were the first fruit-flavored vapes the FDA authorized on May 5, 2026. They only work with the age-verified Glas G2 device.
Does FDA authorization mean a vape is safe?
No. The FDA says authorized products aren't safe or "FDA approved." Authorization means the agency found that marketing the product to adults is appropriate for public health compared with continued smoking.
WARNING: This product contains nicotine. Nicotine is an addictive chemical.
